This is a tassel which would have been hung from a fancy watch chain during the Victorian era. The silver tassel does not have any silver marks. It has a carved body with a suspension loop and 4 fine mesh strands terminating with balls on the end

The tassel measures 39mm x 11mm approx and is in 95% mint condition
